The Biometric National ID card is issued by NADRA, the National Database Registration Authority. They report that of the 87.89 million adult population entitled to register, 79.13 million are registered.

The success has been attributed to access to social benefits with the NID card and free issuing of cards to the poorest of the poor. They suggest that the success of banking in Pakistan is the new found confidence in being able to identify clients.

Representatives from the World Bank and other International Agencies provide positive references on the work that NADRA is doing in Pakistan, and the biometric ID cards that it has produced for other countries.

At present no evaluations can be found to determine the efficiency of the matching speeds and accuracy of the biometric technologies that NADRA is using.

NADRA was leveraged recently in providing cash assistance and prepaid debit cards in the wake of some recent flooding1.
